Rathaus im Stühlinger (RiS B)

The City of Freiburg is constructing a new administrative building in the Stühlinger district, providing around 800 workstations. Known as the ‘Family Town Hall’, it is an extension to the adjacent ‘Rathaus im Stühlinger (RiS A)’ and will serve as a central point of contact for family-related matters. The new building impresses with its architectural quality and sets new standards in the areas of sustainability and energy management.

The ground floor, which is open to the public, will house an advice centre with individual meeting rooms. The five upper floors feature modern, open-plan office spaces. Flexible workspaces and separate rooms facilitate both collaborative group work and focused individual work. 

The commitment to energy efficiency and resource conservation is evident in the choice of building materials. All building materials are certified as sustainable, and a significant proportion of the concrete was produced from recycled material. An efficient heating and cooling system is provided by a combination of groundwater heat, heat pumps and heating and cooling beams integrated into the floor slabs. Photovoltaic panels on the roof and on the facades also support the building’s electricity supply.

PohlCon supported this pioneering construction project – in collaboration with Kast Baubedarf GmbH and SCHLEITH GmbH Baugesellschaft – with a wide range of products. Coated PENTAFLEX® KB167 joint sheets were used to seal construction and expansion joints against both pressurised and unpressurised water. Construction joints with increased shear strength requirements were constructed using PENTAFLEX® ABS formwork elements – a combination of coated joint sheet and profiled formwork. KUNEX® star pipes enabled the reliable waterproofing of controlled crack joints. Where reinforced concrete elements had to be cast in separate concrete pouring sections, FERBOX® reverse bending connectors ensured a force-fit connection between the components.

High standards were set for the design of the exposed structural elements, particularly the columns. The 610 concrete circular columns consistently extend the building’s curved exterior form into the interior. In addition to their load-bearing function, they create design features and define the architectural style of the spaces. The desired surface quality was achieved using foil-coated RAPIDOBAT® lined formwork tubes.

With an investment volume of over 100 million euros, the new building is regarded as a flagship project for a service-oriented and sustainable city administration of the future.
